From Barbara: Need is in; ethnicity is out. But as with any ideological change, it is not quite that simple as Martin Johnston found when he looked for evidence of the Coalition Government’s policy at work. This article pulled together little bits from around the motu to give the bigger picture of what was happening with policy and services.
