Whānau Ora is focussed on whānau wellbeing. Whānau decide which services and support they need to reach their fullest potential.
Over the last decade, the Whānau Ora focus on strong trusted relationships has got results across New Zealand communities. This model of service has successfully been delivered through three commissioning agencies since 2014, selection of commissioning agencies has never previously been opened to the market, and it was timely we did this. Te Puni Kōkiri has been running a procurement process to select Commissioning Agencies to deliver Whānau Ora services under new contracts from 1 July 2025.
An Evaluation Panel was appointed to consider proposals to deliver Whānau Ora services. The panel has now made recommendations, which I have approved, as the chief executive with delegated authority for this process. There was a strong response from the market and these decisions are reflective of the opportunity for a new phase in delivering services to whānau.
Today, I am notifying all RFP respondents of the selection decisions. Public announcements on the new contracts will be made once negotiations have concluded. This is on track to be completed in April.
The changes we are making will target our investment to where it can make the biggest difference:
• More front-line delivery of services to whānau
• More focus on those whanau in need
• Better data provision that demonstrates what is effective for whānau.
Key Facts
The total budget for the services tendered is approximately $155 million per annum.
The anticipated contract term is an initial term of six years with two rights of renewal of 3 years each for up to a 12-year term.
The Whānau Ora commissioning contracts were originally established in 2014. This is the first time Whānau Ora commissioning services have been to an open tender.
